Since becoming Director of the Office of Human Resources of the City of Philadelphia, Pedro has launched a major effort to revitalize the Customer Service culture of the organization by developing strategies to satisfy the needs of its two main clients: City of Philadelphia Departments, and the general public seeking employment opportunities with the City.
Pedro has a strong background as an organizer, trainer, communicator, and non-profit manager. Working with Enroll America, he developed alliances with community organizations, faith communities and labor unions to facilitate enrollment in the Affordable Care Act and the Medicaid Expansion in Pennsylvania.
Pedro believes that deep structural alignment within City organizations and the Office of Human Resources will produce quicker and higher quality candidates for City jobs while increasing diversity and inclusion. He plans to launch administrative reforms to the Civil Service system while a wider discussion with stakeholders will hopefully produce recommendations to modernizing Civil Service.
