If you hold an advanced degree with transferable skills, leadership experience and ability to multitask BUT have a non violent offense or sex offense, you're put in a cubicle. BUT, if you're background is murder, rape, gang violence and a minority with none of the skills listed above, you get managerial, VP and director roles with unlimited potential for advancement. They are NOT about rebuilding. They are about finding their next poster child for more funding.
